A new INS Designation of “Special Humanitarian Parolee” has been added to the INS Designation dropdown list. Staff must use this coding for Ukrainian Humanitarian Parolee and Non-SI Parolees or Humanitarian Parolees from Afghanistan.

Staff must continue to code Special Immigrant SQ/SI Parolees, Special Immigrant Lawful Permanent Residents (SI LPR), and Special Immigrant Conditional Permanent Residents (SI CPR) as “Refugee” in the INS Designation page and enter “Special Immigrant Afghan Refugee” in the Other Section Reference field.

Additionally, United States Citizenship and Immigration Services (USCIS) has provided an update to Class of Admission (COA) codes used to determine eligibility for Afghan individuals that arrived in the United States as part of Operation Allies Welcome (OAW).

Reminder: No Afghan refugee applications are to be screened out or denied prior to designated staff consulting with the Procedural Mailbox.
