This 5-14-2008 memo from the Office of Medicaid still provides useful information on how to identify Cuban-Haitian entrants who are "qualifed aliens" eligible for medical benefits on the same terms as US citizens. However, a lot has changed since this memo was written in 2008. MassHealth Basic, Essential and Prenatal and Commonwealth Care ended in 2014. They were replaced by MassHealth CarePlus and ConnectorCare. Cuban-Haitian entrants are eligible for MassHealth CarePlus and ConnectorCare. This memo also preceded the 2010 hurricane in Haiti which resulted in certain Haitians being granted Temporary Protected Status. However, Haitians with TPS are not Cuban-Haitian Entrants.
