Affirmed - DCF had a reasonable cause to support a finding of neglect because evidence supported that verbal and physical fighting was ongoing between the Appellant father and his wife while their ten-month old child was present. Appellant and his wife had a history of domestic violence. By exposing his child to violence, Appellant failed to provide the child with minimally adequate emotional stability and growth, and his actions placed the child in danger or posed substantial risk to her safety and well-being.
