Reversed - DCF did not have reasonable cause to support the allegation of neglect against the Appellant where the Department relied entirely on DCF's history with the Appellant's other three children in its decision to support a finding of neglect. While the Appellant had struggled with mental health issues and was at risk of self harm in the past, during the period of time when she gave birth to the subject child, the Appellant had engaged in weekly therapy for two years, took all of her prescribed medications, tested negative for all illicit substances, abided by all conditions of her DCF Service Plan, and provided adequate care for the newborn.
