Reversed - DCF did not have reasonable cause to support allegations of neglect where the Appellant Mother held the infant child during a brief verbal and physical altercation with the child’s Legal Guardian Paternal Grandfather. The child appeared unharmed by the incident, and the Hearing Officer determined it had not affected the child’s emotional stability or growth, nor was there substantial risk of harm to the child. Appellant showed on a preponderance of evidence that DCF's decision was not made in conformity with regulations or on a reasonable basis.
