Reversed - DCF did not have reasonable cause to support a 51A decision when a daycare provided testimony that appeared to be credible asserting quality of its care, even when a parent testified that the quality of care was poor. This included a parent testifying that the provider was neglectful in ensuring her children arrived on time, that the provider did not know how to administer the child’s asthma inhaler, that the provider was feeding her child foods that were not appropriate due to food allergies, and that the provider allowed her child to sit in a soiled diaper for a long time. The credibility of parent testimony was called into question when the parent seemed to have obtained work just for a daycare voucher, testified to not trusting a provider while simultaneously signing her children up for more time, and her testimony was not seen as credible by the Hearing Officer.
