Reversed - DCF did not have sufficient evidence to support a finding of neglect by Appellant father when 1) Appellant provided substantial evidence to prove the children's mother had fabricated similar allegations in the past to regain legal and physical custody of them; 2) the children were unreliable reporters, as their mother had "coached" them in the past and DCF was unable to corroborate any of their disclosures; and 3) findings from Probate Court demonstrated Appellant to be a loving father who had not denied counseling to or "fat shamed" his children as the 51A report alleged he had.
