Reversed - DCF did not have reasonable cause to support a finding of neglect because 1) child changed his story from when he was at the hospital being evaluated to when the department worker interviewed him 2) child said that Appellant father does not drink very much 3) child said that his statement in school about wanting to harm himself was not related to his father but rather school issues 4) both child and mother denied that Appellant father was abusive, said they were not afraid of him, and mother denied that Appellant needed substance abuse services.
