Affirmed - DCF had reasonable cause to support an allegation of neglect when a caretaker disclosed to a mandated reporter that they were a victim of domestic violence. When the victim later recanted the original accusation of domestic abuse, the original accusation seemed more credible than the withdrawal of the statement.
