Reversed - DCF did not have reasonable cause to support a finding of neglect because 1) the appellant took actions necessary to provide the child with minimally adequate food, clothing, shelter, medical care, supervision, emotional stability and growth, and other essential care 2) the Department's concerns were risk factors which could have in the future lead to neglect and the present actions did not rise to the level of neglect as defined by the Department's Protective Intake Policy. 3) the appellant removed the child's parents from the home since the time of the incident involving parental drug use.
