Reversed - DCF did not have sufficient evidence to support a finding of neglect against Appellant mother after father reported Appellant for domestic violence when 1) the evidence is conflicting and unclear; 2) Appellant alleges she was the victim of domestic violence, not the perpetrator; 3) the children heard but did not witness the reported event; and 4) there is no further evidence that the children were put in danger or were at substantial risk of danger, as they had been directly exposed to arguing in the home but not to domestic violence.
