Reversed - DCF did not have a reasonable cause to support a finding of neglect because there was insufficient evidence to indicate that Appellant mother's use of marijuana placed her children in danger or posed substantial risk to their safety or well-being. Appellant's newborn child was born full term and did not experience any withdrawal symptoms. Subsequent visits to the pediatrician revealed good weight gain and no concerns for the child.
