Reversed - DCF acted without reasonable basis in supporting a finding of neglect by child’s grandmother where she did not qualify as a caretaker. Grandmother was pulled over on suspicion of drunk driving while mother and child were in the car. Family denied claims on basis that she had difficulty driving in the dark and was driving slowly. Regardless, the mother remained the caregiver as she was with the child in the car and was responsible for the child’s health and welfare.
