Reversed - DCF did not have a reasonable cause to support a finding of physical abuse because there was insufficient evidence that Appellant mother pushing her child into a room caused her child to sustain physical injury. Appellant pushed the child after a struggle over the child's backpack containing marijuana.The child had a small cut and bump on her scalp, but she did not need medical treatment and there was no evidence that Appellant caused the injuries. Evidence was insufficient to make a finding that any action of Appellant created a substantial risk of harm to her child.
