Affirmed - The Hearing Officer found that there was sufficient evidence to find neglect in the Department’s supported 51B decision for neglect; the decision was affirmed. The appellant locked his son out of the home; the appellant’s son visited his sister without the appellant’s permission. The appellant made it clear that his son was not allowed to return home. The Hearing Officer concluded that the appellant’s deliberate failure to ensure his son was receiving minimally adequate care, and resisting services offered by the Department, was sufficient evidence of neglect.
