Affirmed - DCF had reasonable cause to support a neglect finding where the Appellant Mother was drinking to the point of intoxication over a three-week period while her child was asleep. The Hearing Officer also considered the child’s mental health issues and the child’s statement that she felt concerned for her family while her mother was drinking. The Appellant Mother failed to provide the child with minimally adequate care and posed a risk to the child’s safety and well-being because of the continued substance abuse.
