Reversed - Although DCF had reasonable cause to support a finding of neglect due to "relationship discord," there was no evidence that the Appellant father placed the children in immediate danger or posed risk to their safety whereDCF's decision-making lacked corroboration and detail and mother moved out of the house, the Appellant father understood the necessity of providing a safe and stable environmetn for the children, the parents agreed to a safety plan including supervised visits with the joint child and to which the Appellant adhered, and the Appellant remained in counseling.
