Reversed - DCF did not have reasonable cause to support a finding of neglect because 1) child's pediatrician stated the mark on child's hand looked like a low-grade burn 2) Appellant mother and step father had attempted to cover the hot valve in child's room 3) Appellants had attempted to find a new residence partly due to the hot valve situation 4) Department didn't submit any evidence on how long it would've taken for the child to sustain the burn 5) child is autistic and had difficulty following Appellants instructions to stay away from the hot valve.
