Affirmed - DCF had reasonable cause to support a 51B finding of neglect where the Appellant, the children’s legal guardian, exercised poor judgment by allowing multiple guests to visit her home. This made the home overcrowded to the point that it was impacting the functioning of the children. The Appellant’s 3-bedroom home had 6 adults and 3 children that put significant stress on the children. The Hearing Officer asserted that the Appellant also exercised poor judgment when she did not recognize the signs of drug use in her own home.
