Reversed - DCF did not have reasonable cause to support a finding of neglect. DCF did not adequately show that the Appellant mother, who had a history of mental health problems, failed to fulfill the children's basic needs including: food, clothing, shelter, and medical care. As such the department had no reasonable basis for finding that the mother neglected the children due to her mental health condition, since the children's safety and well being were not at risk.
