Reversed - DCF did not have reasonable cause to support a finding of physical abuse because 1) Appellant mother only spanked child which caused no injury as defined by the Department 2) Appellant rarely uses spanking as a form of discipline and the hearing officer found her to be credible 3) there is no evidence that Appellant ever caused injury to the child in the past
