Reversed - DCF did not have a reasonable basis to support allegations of neglect by Appellant mother as a result of her drinking alcohol when 1) she had never put the children at risk or failed to adequately care for them due to her drinking; 2) she was willingly meeting with a therapist, attending AA meetings, and working with a sponsor to ensure her sobriety; 3) the reporter (Appellant's adult daughter) and her son both had reason to be angry with her while making reports and giving testimony; and 4) testimony of Appellant drinking with her 8-year-old child at home shortly after receiving inpatient treatment was deemed untrue by several witnesses with her on the day in question.
