Affirmed - DCF had reasonable cause to support the 51A report for physical abuse and neglect against the Appellant ("JV"). The Hearing Officer found that the Appellant utilized objects such a coat hanger and a belt to discipline his children, A and J, that left marks on their face, back, and legs that were seen by the grandmother and A's pediatrician. The two children reported that they did not want to see the Appellant because they were fearful of him hitting them. With regard to neglect, the Hearing Officer found that the Department had reasonable cause to believe that, in striking the children, the Appellant failed to provide his young children with emotional stability and growth, and was therefore neglectful.
