Reversed - DCF did not have reasonable cause to support allegations of neglect where there was no risk to the children’s safety nor were the children put in immediate danger. Appellant Father, while unable to personally provide adequate care due to intoxication, ensured the safety of the children by (1) calling the children’s mother, and (2) having Appellant Father’s girlfriend step in as caretaker.
