Affirmed - DFC had reasonable cause to support the 51A decision for physical abuse against the Appellant (biological father). The Appellant had an extensive history of violence in the home which led to his eventual removal and incarceration. The disclosure of the abuse and filing of the 51A reports were made several years after the incidents, however, it was clear through review of years of DCF records about the Appellant's violent and abusive behavior toward his children [although this case only pertained to one child ("E")] and wife; ongoing disclosures by E; and concerns expressed by collaterals that the Appellant's behavior placed the child (E) at risk of injury on more than one occasion.
