Reversed - DCF did not have reasonable cause to support a finding of neglect because 1) the Appellant father was not visibly intoxicated and only had two drinks 2) the medication Appellant was taking had an unanticipated negative interaction with the alcohol 3) Appellant is no longer on said medication 4) Appellant left the school when asked to and contacted his wife to pick up the children.
