Reversed - DCF did not have reasonable basis for closing Appellant's case and terminating services where the Young Adult Appellant had been in compliance with his service plan by enrolling in two summer community college courses to get off of academic probation and applying for employment. Through no fault of his own, however, the Appellant was involved in a car accident and his injuries prevented him from continuing to work or attend classes over the summer. Though unable to progress with his service plan due to his injuries, the Appellant never had any behavioral issues and had always been known to be motivated while in Department custody. The Appellant returned to work and school when his injuries sufficiently healed.
