Reversed - DCF did not have reasonable cause to support a finding of neglect because 1) the classroom was special needs and had 4 students, each with significant needs 2) on the day in question the classroom was short staffed 3) the allegations resulted from listening to a digital recording device that had somehow been placed in the child's pocket 4) there was no evidence that the child did not have appropriate supervision or that his educational needs were not met on the day in question
