Reversed - DCF did not have reasonable cause to support a finding of neglect where there was no evidence that the Appellant’s actions placed the children in danger or posed a substantial risk to their safety and well-being. While DCF demonstrated sufficient evidence to support its decision that the Appellant neglected his children by getting into altercations with his wife in front of them and causing them to cry, the children’s after school program and pediatrician did not state any protective concerns for the children. There was no evidence that the Appellant failed to provide the children with minimally adequate care.
