Reversed - DCF did not have reasonable cause to believe that the child had been neglected where: (1) Appellant's young child was found with an illegal drug from an undetermined source; (2) the police could never conclude what the substance was; (3) the child changed his story several times about where he got the bag; and (4) the Appellant’s grief counselor who had been to the Appellant's home on multiple occasions stated that she never saw any sign of drugs and did not have any protective concerns.
