Reversed - DCF did not have reasonable cause to support the allegations of neglect and physical abuse against both Appellants where: (1) the child was lacking details or explanations in numerous statements regarding abuse and neglect; (2) the level of discipline via spanking with a belt was found to be inappropriate but did not rise to the level of physical abuse; (3) the child had experienced trauma and suffered from PTSD which may have influenced his behaviors; (4) the child was in the process of transitioning between caregivers; and (5) there was an open probate court case dealing with similar ongoing concerns which child had been made aware of.
