Reversed - DCF did not have reasonable cause to believe Appellant Mother and Father neglected child where DCF lacked the evidence necessary to show that Appellants received indications to engage in services/counseling in order to regain custody of their child. Appellants lost guardianship of child temporarily, and child later returned to Appellants' care without guardianship recognized by the court.
