Reversed - DCF did not have reasonable cause to support the 51A reports of neglect by the Appellant where there was no reasonable evidence that the Appellant failed to provide essential care for her son or that the Appellant's actions or inactions placed the child in any danger. The child had a wide range of learning disabilities and medical conditions as well as a history of violent, criminal, and otherwise deviant behavior. The Appellant had accessed and engaged with community supportive services, special education services, and psychology services to improve the child's issues at school and at home, demonstrating proper care and effort to address concerns with her son.
