Reversed - DCF did not have reasonable cause to support a finding of neglect. Appellant mother had a single incident of domestic abuse with her partner in front of her children. However, the DCF determination, that because of the fight the Appellant failed to provide minimally adequate emotional stability and growth, was unsubstantiated. This was because there was no pattern of domestic violence as defined by DCF policy, suggesting that there was no risk of harm to the children due to one isolated domestic violence incident.
