Reversed - DCF did not have a reasonable basis for its decision to change child's goal from reunification to adoption. DCF's concerns about Appellant's ability to soothe the child and Appellant's desire to maintain a relationship with the child's mother were deemed insufficient to warrant a goal change. Appellant had fully complied with service plan tasks including attending counseling and mental health treatment, securing safe and appropriate housing, and attending weekly visits with the child.
