Reversed - DCF did not have a reasonable cause to support a finding of neglect because the Reporter later retracted his/her initial report of issues with Appellants - mother and father's home. There was also no evidence that the Appellant - mother's mental health issues or marijuana use interfered with her ability to care for her child.
