Reversed - DCF did not have sufficient evidence to support allegations of neglect against Appellant Parents. During an argument, the children's mother scratched their father, who reflexively punched and pushed the mother away. The children heard but did not witness the altercation, but the experience was impactful enough that one child reported it to multiple adults. However, this was the only known occurrence of domestic violence and Appellants agreed to undergo counseling to develop strategies to cope with anxiety and conflict.
