Reversed - DCF did not have reasonable cause to support a finding of neglect. DCF originally determined that the Appellant mother was suffering from post-partum depression in 2006 and had expressed a potential urge to harm her child. However, at the time of the hearing there was no evidence that the mother had ever harmed her child or neglected her needs. Moreover, the Mother had followed through with all her behavioral health appointments and had no subsequent 51A reports filed against her since the initial 2006 report.
