Reversed - DCF's decision to not support pre-adoptive placement of the child with Appellant and to remove the child from Appellant's kinship foster home based on insufficient income was not made in the best interest of the child given the bond between the child and Appellant, Appellant's ability to care for the child, and Appellant's willingness to work as needed. DCF relied on speculation of future behaviors when making its decision to remove the child, rather than relying on the safety and well-being of the child given the entire current record. Appellant's income from renting out part of her home was sufficient to prove financial stability to raise the child.
