Reversed - DCF did not have reasonable cause to support the allegations of neglect against the Appellants where, during the hearing, the Appellants were able to provide ample evidence that strongly disproved the facts of the 51A report that had been submitted by the mandated reporter. The Appellants presented evidence illustrating that 1) they had been working with a plethora of doctors to address their child's medical issues and 2) there was no evidence that the Appellants had placed their child in substantial danger or that the Appellants' actions or inactions posed a risk to their child's safety and well-being.
