Affirmed - DCF did have reasonable cause to support a finding of neglect. Appellant mother and maternal grandmother were out at lunch and highly intoxicated while in the presence of the child. Furthermore, it was determined that the Appellant allowed the maternal grandmother to drive her and the child while intoxicated. As such it was found that the Appellant placed the child at substantial risk of injury and met DCF"s definition of neglect.
