MassHealth updates its income standards with the current year's poverty level on March 1. Attached are tables from MLRI showing the upper income levels for MassHealth and Health Connector programs, updated to show the cost of living adjustments for 2022 that took effect in MassHealth programs on March 1, 2021.

The Health Connector uses the 2021 federal poverty levels that were in effect when open enrollment began in Nov 2021 for 2022 coverage, and sticks with the 2021 FPL for determining eligibility for coverage throughout 2022. But starting November 2022, the Health Connector uses the 2022 federal poverty levels for 2023 coverage. Consult the March 2021 Table for somebody applying for coverage in 2022, and the Nov 2022 Table for someone applying for coverage in 2023.

This is a link to the MassHealth 2022 Desk Guide which shows the upper income levels for MassHealth and Medicare Savings Programs as monthly and yearly figures https://www.mass.gov/doc/2022-masshealth-income-standards-and-federal-poverty-guidelines-0/download

Rounding. The MassHealth Desk Guide shows the MAGI-based upper income levels rounded up to the next dollar but we recently learned the actual figures are not rounded in this way. The 2022 Desk Guide notes "The figures are rounded and may not reflect figures used in program determinations."  We obtained the actual figures used via a record request and MLRI's 2022 Income Table now shows monthly figures for the MAGI income standard based on the actual figures used for program determinations plus the actual figure used for the 5% of poverty standard income deduction used in MAGI.
