Fact sheet that provides information about public elementary and secondary schools’ obligation to enroll all children, regardless of national origin or immigration status, and to provide language assistance services to English learners. The fact sheet reaffirms the Departments’ commitment to ensuring that all children have equal access to public elementary and secondary schools, without regard to their or their parents’ or guardians’ actual or perceived immigration status. The fact sheet also reminds families, students, and educators that public schools have an obligation to identify students who are English learners and provide language assistance services to them so that all students can meaningfully participate in all educational programs.
