Board reversed decision by Hearing Officer denying Section 30 training benefits because claimant had not enrolled in "first available program" after being approved.  Board noted that regulation requires claimants to enroll in "first available appropriate program" and ruled that claimant had done so and had good cause (planned travel) for not enrolling in earlier program.
