From the introduction to the booklet: "If you apply for public or subsidized housing, determining whether you are eligible is the first step in the application process. Being eligible means that your yearly income is below a certain limit, you meet the definition of family, and at least one member of your family is either a U.S. citizen or an eligible immigrant."
