1115 Waiver Demonstration - MassHealth Extension Request

Massachusetts submitted its extension request to CMS on Dec 21 and there is now an opportunity to file comments with CMS. Comments are due by Feb 3, 2022.
 
MLRI is working on its analysis of the request which we will be sharing with you soon.
 
One disappointment is that EOHHS is still seeking to continue the waiver of 3 months retroactive coverage for most adults under 65. Reinstating that mandatory Medicaid protection for all now depends on action by CMS or by the state legislature where a bill is pending.

On December 22, 2021, Massachusetts submitted a request to extend its MassHealth section 1115 demonstration for five years. The Commonwealth's application proposes to continue, refine, and introduce new value based care initiatives, including activities that may target vulnerable populations and advance health equity. The Commonwealth is also seeking to maintain the safety net care pool, expand behavioral health services, and expand coverage initiatives under the demonstration. The federal public comment period will be open from January 4, 2022 through February 3, 2022.
