Using a simple question-and-answer format, this Guide leads advocates and homeless families through the rules governing eligibility for Emergency Assistance--the program that provides emergency shelter and rehousing services to homeless families with children in Massachusetts. The Guide provides contact information for the Department of Housing and Community Development (DHCD), to which authority for the program was transferred on July 1, 2009, as well as special advocacy reminders to help families access these critical safety net services.  The Guide also includes information about the HomeBASE program.
