The Administration & Finance Bulletin #16 issued in August 2010, requiring all state agencies in the Executive Branch to submit a plan that described how their agency provides equal access to limited English proficient (LEP) populations, and gave guidance about how to create a Language Access Plan.
The Massachusetts Department of Housing & Community Development (MDHCD) developed their Language Access Plan in December 201. See attached document.
