Update from FRAC Regarding October SNAP Benefits - Tentative Good News

USDA is allowing states to load up EBT benefits for October. We are still not out of the woods but this is good news.  We will keep you posted as this evolves. 

On September 23rd, USDA sent a second letter to state SNAP agencies regarding SNAP and a potential government shutdown. This letter, unlike the September 18th letter, directs states to send €œwithout further delay†October SNAP case files to their EBT processors for timely distribution of October benefits. As explained in our September 22nd alert, given the lack of final action on funding for federal government programs after September 30th, previously USDA had directed state SNAP agencies to hold up the process for loading SNAP benefits onto EBT cards for October until further notice.  Subsequently, USDA continued its efforts to allow the October 2015 benefits to go forward.

USDA now has determined that there is sufficient time and opportunity for Congress to complete a Continuing Resolution (CR) to fund federal government programs beyond September 30th.  It also has $3.5 billion in reserve funds to help cover gaps in funding. 

As you will note from the USDA letter to states, however, the situation is still subject to adjustments depending on congressional action on government funding.
