Discussion of McKinney-Vento and its purpose, homelessness, school of origin, amendments to McKinney-Vento by Title IX of the Every Student Succeeds Act (ESSA), and what families can do if school denies grade promoting students the right to remain in the school district and attend the school attended by other students in their grade.  The ESSA amendments become effective October 1, 2016, and this memo considers how Massachusetts schools should treat grade promoting homeless students at the start of school year.
